Peter I sought to make state care for old sick people and disabled people. By the beginning of his reign in Moscow, there were about eight almighty, in one of which there were up to a hundred “painful and wandering, lying poor along the streets”. Driven people were kept due to donations, and Peter I sought to return the previous order when monasteries took part in the treatment of homeless people. In 1701, the sovereign issued a decree “On the determination in the almshouse of the poor, sick and elderly”, ordering at monasteries and churches to start schools and shelters for the disabled. In 1706, the first hospital was founded in Moscow, and in 1715 – marine and land hospitals in St. Petersburg. The spiritual regulations of 1721 ordered the monasteries to build lasarets and collect old and sick people in them. The government paid special attention to the prosecution of illegitimate babies.
Peter I did not support private charity, wanting to send all the means through the system is rich. In 1718, he forbade to give alms to the poor on the streets, continuing to expand the system of state and monastery, almighty in many city of the empire.
The picture depicts Peter in Moscow at the Resurrection Gate of the Chinese City Wall, where a school and an almshouse were under the monastery. Peter is surrounded by children and wounded warriors who greet the sovereign who arrived to visit them.
